MISSION-BASED ITC/AV SERVICE SOLUTIONS
Agencies should follow NASA SEWP guidance and their own procurement procedures. The NASA SEWP Quote Request Tool is the recommended mechanism for supporting fair-opportunity competition.
Identify the ITC/AV service need, scope, performance objectives, funding and acquisition strategy.
Use the NASA SEWP Quote Request Tool and select the appropriate Category/group for fair opportunity.
The ordering agency evaluates responses, documents its decision, and issues the delivery/task order.
NASA SEWP processes and tracks the order. BITS performs and supports the awarded requirements.
SEWP VI is a multiple-award GWAC. Ordering activities provide contractors fair opportunity as appropriate under FAR 16.505(b). BITS responds through the SEWP online quoting process in accordance with the Contract Holder User Manual.
For RFQs/MRRs, BITS will quote only products/services available on its SEWP contract and will state the quote validity period. If a requirement cannot be fully supported and partial quotes are not authorized, BITS will respond in accordance with SEWP requirements.

Overview: The Strategic Partners Acquisition Readiness Contract (SPARC) are 10 year multiple award IDIQ vehicles with a $25B ceiling to support enterprise system development within CMS. These awards focus on and support the CMS IT Modernization Program with an enhanced approach to system and software development.
