General Purpose Commercial Information Technology Equipment, Software, and Services — Pursuant to Section 211 of the e-Gov Act of 2002, Cooperative Purchasing provides authorized State and local government entities access to information technology items offered through GSA's Schedule 70 and the Corporate contracts for associated special item numbers. Contracts with the COOP PURC icon indicate that authorized state and local government entities may procure from that contract.

Supplies and services can be ordered directly from GSA Schedule contractors, and through the GSA Advantage!® online shopping and ordering system. When using GSA Schedules, ordering activities have the opportunity to meet small business goals, while promoting compliance with various environmental and socioeconomic laws and regulations.

How to Order — Simple SEWP VI Ordering Path

Agencies should follow NASA SEWP guidance and their own procurement procedures. The NASA SEWP Quote Request Tool is the recommended mechanism for supporting fair-opportunity competition.

Fair Opportunity

SEWP VI is a multiple-award GWAC. Ordering activities provide contractors fair opportunity as appropriate under FAR 16.505(b). BITS responds through the SEWP online quoting process in accordance with the Contract Holder User Manual.

Quote & Scope Rules

For RFQs/MRRs, BITS will quote only products/services available on its SEWP contract and will state the quote validity period. If a requirement cannot be fully supported and partial quotes are not authorized, BITS will respond in accordance with SEWP requirements.

GSA One Acquisition Solution for Integrated Services Plus (OASIS+) IDIQ

BITS has been awarded the OASIS+ contract for the Management & Advisory (M&A) and Technical & Engineering (T&E) domains.

Multi-Disciplinary:

• All Contract Types — Allows flexibility for all contract types, including hybrids and cost-reimbursement, at the Task Order level.
• Non-Restrictive — Allows ancillary IT and other support components, commonly referred to as Other Direct Costs (ODC), at the Task Order level.

Standard Labor Categories

The OASIS+ contract provides the flexibility to utilize labor categories for CONUS, OCONUS, specialized labor, construction wage rate requirements, professional services, service contract labor standards, or any combination thereof, at the task order level. The Ordering Contracting Officer (OCO) is the authority in establishing what kind of labor is appropriate for each task order requirement. OCOs have the following flexibilities regarding labor categories that may be utilized:

• OASIS+ standardized labor categories; or
• Contractor proposed custom or specialized labor categories that are non-standard; or
• OCO-directed non-standard custom or specialized labor categories that are customized to the requirement.

• Longer-Term Planning — OASIS+ has no program dollar ceiling, a five-year base and one five-year option contract period, and provides for long-term planning for complex program requirements.
• Contract Access Fee (CAF) — OASIS+ offers a low 0.15% fee of sales, based on obligation levels.
• No contract dollar ceiling for Task Orders.
• For use by all Federal and DoD agencies with delegation of procurement authority from GSA.
• Increased Small Business and Socio-Economic subcontracting goals.
• All awardees have: Top Secret facilities clearance, approved cost accounting systems, and approved purchasing systems.

How Does OASIS+ Work?

The contractual relationship is between the Government customer and BITS. GSA's involvement is limited to umbrella IDIQ contract administration — including modifications and receipt of the Contract Access Fee (CAF) paid by BITS on a quarterly basis, identifiable as a separate CLIN on the Task Order award.

Strategic Partners Acquisition Readiness Contract (SPARC)

Overview: The Strategic Partners Acquisition Readiness Contract (SPARC) are 10 year multiple award IDIQ vehicles with a $25B ceiling to support enterprise system development within CMS. These awards focus on and support the CMS IT Modernization Program with an enhanced approach to system and software development. The SPARC IDIQ facilitates and improves how CMS acquires, implements, and maintains its systems and software across the Agency. This contract vehicle allows us to bring unclassified cyber capabilities and software engineering support to CMS.

Brief Description of Services

The purpose of this contract is to establish a multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the Centers for Medicare & Medicaid Services (CMS) Strategic Partners Acquisition Readiness Contract (SPARC) program. This contract will provide strategic, technical, and program management advice, guidance and support services to CMS to facilitate the modernization of business processes and supporting systems and their operations. BITS has been awarded the IT Staff Augmentation Acquisition, a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ)/Multiple Award Task Order Contract (MATOC). This contract is intended to provide information technology (IT) staff augmentation for the Washington Metropolitan Area Transit Authority (WMATA).
